Rule 3
Use of Trust Property

3. Use of trust assets: (1) According to section 5 of the Act, the trust assets shall be used for educational, academic, touristic, professional and health-related activities of the national interest so as to be of broad and best public benefit.

(2) While using the assets of the trust according to sub-rule (1), the committee may conduct the following educational and academic programs:-

(a) Establish and operate an educational institution such as a school, college or university,
(b) Conducting or conducting short-term or long-term promotional programs related to educational or academic fields,
(c) providing full or partial grants to any community teaching institution or community or public educational or academic institution related to literature, science and technology,
(d) To provide scholarships for technical education to students who have passed the entrance examination or the like from among the people of economically disadvantaged and remote and backward areas with high marks,
(e) To provide full or partial subsidy for the salary allowance of qualified teachers for teaching a specific subject designated by the committee in schools in remote and backward areas,
(f) Granting the amount deemed appropriate by the committee for the construction and maintenance of public schools in remote and backward areas,
(g) To provide grants for conducting training on thematic teaching methods for the upgradation of community school teachers,
(h) providing grants for running schools, colleges or universities in remote areas,
(i) To provide grants for efficient management services to increase the educational level in economically disadvantaged schools, colleges or universities,
(j) Providing a lump sum scholarship amount for higher education studies to students from Dalit and backward areas who have obtained high marks in the entrance examination and higher secondary examination, and
(k) Educational or PTo provide support to individuals or organizations deemed appropriate by the committee for diplomatic or research programs.
(2a) While using the assets of the trust according to sub-rule (1), the committee may conduct the following programs related to the tourist and commercial sector:-
(a) Building and operating infrastructure related to tourism promotion such as hotels, resorts, homestays, parks, fun parks, view towers,
(b) Conducting tourist activities without disturbing the originality of historical, archeological, cultural, religious and natural assets,
(c) Conducting/promoting various training programs related to tourism (d) Organizing fairs and exhibitions,
(e) Conducting entertainment programs targeting tourists.
(3) While using the assets of the trust, the committee may conduct the following programs related to the health sector:-
(a) Establish a public purpose hospital or health post and operate it through a local body, community organization or non-governmental organization,
(b) Establishing hospitals or health posts in remote areas and making arrangements to operate them at the local level,
(c) Establishing hospitals in accessible areas and earning income (d) To establish and operate a medicine bank in the districts of remote areas specified by the committee,

(e) To arrange and operate a shelter for terminally ill patients in old age homes and ghats and to provide health care services, and
(f) To establish and operate medicine banks in the places where hospitals and health posts have been established as per clauses (a), (b) and (c).
(4) When the trust conducts the programs according to this rule, it should be conducted only from the income received by the trust and such programs cannot be conducted by selling the immovable property of the trust.
